What is the National Star Classification?
National Star Classification (NSC) — is the official assessment system for the level of service and infrastructure of hotels in Azerbaijan. It was jointly established in 2021 by the Azerbaijan Hotel Association (AHA) and the Azerbaijan Tourism Board (ATB).
The system is based on the standards of Hotelstars Union (European Hotel Association). 17 European countries use the same criteria — meaning a 4-star hotel in Azerbaijan is equivalent to a 4-star status in Germany.
Why is it important?
- Booking.com, Expedia, TripAdvisor require an official certificate to appear in their automatic reservation systems
- International tourists search for 4–5 stars — an uncertified hotel is filtered out
- According to the "Tourism Law", every new hotel must apply within 6 months

248 Criteria — What Do They Check?
AHA's 248 criteria are divided into 12 main categories:

Each category has different minimum requirements based on the star level. For example:
- 1 star: room at least 8 m², Wi-Fi not mandatory
- 3 stars: room at least 14 m², reception 16-hour operation, fast Wi-Fi required
- 5 stars: room at least 26 m², 24-hour reception, multilingual staff, premium extra services
Application Process — 5 Stages
Stage 1: Document Preparation (2–4 weeks)
- Taxpayer certificate
- Hygiene and epidemiology certificate
- Fire safety certificate
- Hotel technical condition and safety form
- Staff health books
Stage 2: Online Application
Submit an application on aha.tourismboard.az. The fee starts from 800 AZN (depending on number of rooms and claimed star level).
Stage 3: Auditor Visit (1–2 weeks later)
An accredited auditor from AHA visits the hotel and checks all 248 criteria on site. This is not a surprise visit — the time is agreed upon.
Stage 4: Quality and Impartiality Commission
The auditor presents the report to the commission. The commission assesses compliance with the claimed star level. If requirements are not met — a written notice is issued.
Stage 5: Certificate (valid for 3 years)
If successful, a certificate is issued, valid for 3 years. During this period, regular monitoring is conducted via TrustYou, an international guest review platform, to track service quality.
5 MOST COSTLY MISTAKES — You Must Know Before Applying
Mistake 1: Aiming Higher Than Your Actual Level
The owner says: "My hotel deserves 4 stars." The auditor arrives, the room size is 13 m² — 4 stars require a minimum of 16 m². Application is rejected, the fee is not refunded.

Mistake 2: Ignoring Your TrustYou Rating
AHA does not only conduct a physical audit — it also checks your TrustYou rating for the last 12 months. A hotel with a 6.5 rating on Booking.com cannot claim 3 stars. The auditor says: "Even if the facilities are there, the guest experience is not."
Solution: Start working on your online rating 6–12 months before applying. Respond to every guest review, systematically resolve issues.
Mistake 3: Procrastinating Document Collection
Many owners think "we'll prepare documents when the audit comes." A hygiene certificate can take 2 weeks, a fire safety certificate 3–4 weeks. If the auditor's visit is delayed, the fee must be paid again.
Solution: All documents should be ready 2 months before the application. Tick the list: tax → hygiene → fire safety → staff health books → hotel technical condition form.
Mistake 4: Lack of Staff Training
3-star requirement: reception must speak AZ + RU + EN. For 4–5 stars, professional uniforms, certificates and a continuous training system are added. The auditor talks directly to staff — when formal training is missing, it becomes obvious.
Solution: Start a staff training program 3 months before the application. Language courses, hospitality training, certified training centres.
Mistake 5: Wrong Attitude During the Auditor Visit
During the auditor's visit, some owners hide, deny, argue. This is wrong. The auditor's goal is not to reject you — it is to help you fix compliance points. Being open, admitting shortcomings brings victory in the long run.
Solution: Request a consultation session with the auditor before the audit day. Identify weak points in advance, present a corrective action plan during the audit.
